पेरेंट्स पूछ रहे सवाल – सरकार के आदेशों के बावजूद, स्कूल कैसे कर सकते है इमोशनल ब्लैकमेल ?

COVID-19 पूरे विश्व में महामारी बन चूका है जिसमें अभी तक हज़ारो लोगो की जान जा चुकी है | वही भारत में भी इसके केस दिन ब दिन बढ़ रहे है जिसको देखते हुए भारत सरकार सहित सभी राज्यों ने लॉक डाउन अथवा कर्फ्यू लगाया हुआ है जिससे की लोग घरो में रहे और सुरक्षित रहे |
इस लॉक डाउन के बीच में बच्चो के लिए पढ़ाई कर पाना मुश्किल हो गया है क्यूंकि ये वक़्त नए सेशन का है और नै क्लास का टाइम शुरू हो गया है | वही इस तकलीफ को कम करले के लिए सभी स्कूलों ने ऑनलाइन स्टडी के पैटर्न बनाया है जिससे की टीचर्स और पेरेंट्स ने साथ मिलकर व्हाट्सप्प ग्रुप बनाये है और सभी सिलेबस उस पर डिसकस हो रहे है | यही नहीं , स्कूल की तरफ से ZOOM और उस जैसे फ्री एप्प्स डाउनलोड करवा उनपर वीडियो कॉन्फ्रेंसिंग के ज़रिये बच्चो और पेरेंट्स के साथ इंटरेक्शन स्टडी भी शुरू कर दी है |
हालांकि ये एक अच्छा सराहनीय कदम स्कूल मैनेजमेन्ट्स ने उठाया है , वही मुद्दा आता है फीस का | जिस हां , हर साल की तरह इस साल भी कई शिक्षा संस्थानों ने एनुअल चार्जेज समेत फीस बढ़ा दी है और उसकी भुगतान की तारीक 10 अप्रैल रखी थी | कई स्कूलों ने तो कर्फ्यू के बीच ही पेरेंट्स को मैसेज भेजने शुरू कर दिए थे की ऑनलाइन फीस जमा करवा दे और रसीदे स्कूल खुलने के बाद ही दी जायेगी | पेरेंट्स के सवाल था – की क्या कर्फ्यू सिर्फ स्कूल मैनेजमेन्ट के लिए ही है ?, पेरेंट्स और बच्चे भी इसका हिस्सा है | इसका संज्ञान लेते हुए सरकार ने कड़े कदम उठाये और पेरेंट्स को राहत देते हुए कहाँ की कोई भी स्कूल , लॉक डाउन तक फीस की मांग नहीं कर सकता | वही शिक्षा मंत्री ने ये भी कह दिया की लॉक डाउन के दौरान पेरेंट्स से किसी भी निजी स्कूल ने ऑनलाइन फीस मांगी तो वे उस स्कूल की मान्यता रद्द कर देंगे | अगर कोई भी शिखायत करना चाहे तो वो सीधे शिक्षा मंत्री को कर सकते है , तुरंत कार्यवाही होगी | वही इसी के तहत , निजी स्कूलों पर शिक्षा मंत्री सिंगला ने बड़ी कार्यवाही करते हुए फीस मांगने वाले छे स्कूलों पर कार्याही की जिनमे पटियाला , अमृतसर , लुधियाना , संगरूर और फरीदकोट के स्कूल है | इन सभी स्कूलों को एक हफ्ते में कारण बताओ नोटिस के जवाब देना होगा |
सरकार के इस सराहनीय कार्यो के बावजूद , अभी भी कुछ स्कूल सरकार के आदेशों की पालना नहीं कर रहे है और जिसकी वजह से पेरेंट्स परेशां हो रहे है की कैसे इस स्तिथि को संभाला जाए | बीते दिन , जालंधर शहर के मशहूर और भारत के सबसे प्रतिष्ठित संस्थानों में से एक APJ महावीर मार्ग स्कूल ने पेरेंट्स को ईमेल के ज़रिये , ऑनलाइन फीस भरने के सन्देश भेजा , जिसमें लिखा है की स्कूल की फीस 30 अप्रैल तक ऑनलाइन जमा करवानी होगी | उन्होंने लिखा की APJ सोसाइटी एक unaided सोसाइटी है जिसका खर्च और स्टाफ और टीचर्स की सैलरी बच्चो की फीस के ज़रिये ही पूरी होती है | पेरेंट्स ने कहा की अगर एक सोसाइटी ही पेरेंट्स की तकलीफ नहीं समझेगी तो कौन समझेगा ? क्या हर साल बढ़ती एनुअल फीस भी APJ के खर्चे पूरे नहीं कर सकते , क्यूंकि एनुअल चार्जेज के खर्च के ब्योरा कही नहीं दिया जाता और न ही को एक्स्ट्रा फैसिलिटी स्कूल में दिखाई देती है ?
स्कूल में MOODLE ऑनलाइन डिस्टेंस लर्निंग एप्लीकेशन के भी ज़िक्र इस ईमेल में किया है जो की एक अच्छा एजुकेशन लर्निंग प्रोग्राम है मगर देखने आया है कि स्कूल इसका प्रयोग करने कि बजाये ZOOM एप्लीकेशन इस्तेमाल कर रहा है जो कि एक बिज़नेस कॉन्फ्रेंसिंग के लिए बनाया गया है ओर उसमें बहुत खामियां भी है , ओर इसके डाटा लीक होने कि खबरें भी इंटरनेट पर मौजूद है , जिसको देखते हुए सीओ. के खिलाफ लीगल एक्शन्स भी लिए जा रहे है | ऐसे में इंटरनेट पर भी सुरक्षा कि ज़रूरत है जिसे स्कूल को देखने चाहिए |
दूसरी ओर ZOOM एप्लीकेशन में भी पेरेंट्स को काफी दिक्कते आ रही है ओर क्लास के बीच में ही बंद हो जाता है ओर फिर दुबारा स्टार्ट नहीं होता | बच्चो को कुछ समझ नहीं आता की करना क्या है | वही जो भी क्लास ली जा रही है वो रिकॉर्ड होती है पर उसकी वीडियो दुबारा अपलोड नहीं की जा रही ताकि जो बच्चे क्लास नहीं अटेंड कर पा रहे या जिन्हे समझ नहीं आ रहा वो उसे दुबारा देख ले |
यह कैसा बिल ?
जिसमें कोई डिटेल्स ही नहीं है , CBSE के कायदे की धज्जियाँ उदा दी गई है , बिल में विभाजन होना ज़रूरी है – जैसे टूशन फी , एडमिशन फी , कई तरीके के चार्जेस , आदि के कॉलम बना होता है , पर पेरेंट्स के कई बार मांगने पर भी APJ हमेशा अपनी ही तरीके की दलील देता नज़र आता है ओर यदि को आवाज़ उठाता है तो वो कुछ न कुछ बहाना बना देता है | मगर हर बार APJ इसी तरह से बिल भेजता है , जिसमें पेरेंट्स को ये बोलै जाता है की , आप इतने पैसे जमा करवा दो , बस , जोकि गैर कानूनी होने के साथ साथ , एक इतने बड़े ग्रुप की ऐसी हरकत होना शर्मनाक भी है |
पेरेंट्स को गुस्सा है कि, स्कूल उन्हें बिल में फी हाईक ओर बाकी की डिटेल्स जैसे , एनुअल चार्जेस , अड्मिशन चार्जेस आदि के ब्योरा क्यों नहीं देते , क्यूंकि पंजाब सरकार कि एजुकेशन पॉलिसी , फी हाईक 8 % से ज़्यादा नहीं हो सकती ओर साथ ही साथ एनुअल चार्जेस में 50 % से ज़्यादा कुल एनुअल टूशन फी स्कूल नहीं ले सकता , पर जब कोई बिल में ब्रेकअप ही नहीं है तो लगता है कि स्कूल यहाँ अपनी ही मनमानी कर रहा है ओर रूल्स एंड रेगुलेशंस कि धज्जियां उड़ा रहा है |

स्कूल के अनुसार बच्चो की फीस से ही टीचर्स ओर स्टाफ की सैलरी दी जाती है , मगर 30 मार्च तक तो फीस स्कूल को पेरेंट्स द्वारा दी जा चुकी है | इसके मुताबिक़ सभी की सैलरी 30 मार्च तक दी जा चुकी है , ओर अप्रैल की तनख्वाह मई में दी जानी है जो की स्कूल दे सकता है , जैसे की हर इंडस्ट्री दे रही है ओर यदि नहीं तो मई तक भी स्कूल की फीस एक्सटेंड की जा सकती है |
स्कूल ने ऑनलाइन पेमेंट करने के लिए लिंक भी भेजा है जो की इससे पहले कभी नहीं दिया गया , हालांकि स्कूल ऑनलाइन ट्रांसफर के लिए बैंक डिटेल्स भी दे सकते थे पर उन्होंने नहीं दी | हालांकि , कई पेरेंट्स के कहने है की बैंक डिटेल्स भी होनी ज़रूरी थी | कई पेरेंट्स के ये भी कहना है की , लॉक डाउन की वजह से इनकम सोर्स रुक गया है इसीलिए इस बार की फीस में भी कन्सेशन मिलना चाहिए , बजाये इसके स्कूल इस बार भी एनुअल चार्जेज और तीन महीने की फीस इखट्टी चार्ज कर रहा है वो भी बढ़ी हुई |
सभी पेरेंट्स की तरफ से पंजाब के शिक्षा मंत्री , जालंधर के DC श्री वरिंदर कुमार शर्मा को दरख्वास्त है की कृपया इस ओर ध्यान दिया जाए ओर पेरेंट्स ओर बच्चो के भविष्य के लिए कोई सख्त कदम उठाये जाए ताकि इस मुश्किल की घडी में हम सब साथ में कोरोना वायरस से लड़ सके ओर सभी को सुरक्षित रखे |

We would like to thank everyone for your kindness and support, especially our health professionals, police personnel, truck drivers, grocery store employees, first responders and all other essential operations personnel.
As you know, the Apeejay School, Mahavir Marg, Jalandhar stands for bringing everyone’s strengths together! That is just what we are doing from afar in order to serve our most important assets- our children! The next few months will not be easy. There will be mistakes, problems, and concerns along the way. However, there will be more successes, happiness, hope, laughter, fun, and purpose! We understand many of you are still working and have several children to help, financial concerns, health issues, etc. We stand by you at this critical juncture.
We are here to patiently support our students and you throughout this challenging time.
Please do not stress over the Schoolwork at all. The School has very swiftly and dynamically, leveraged the power of technology and the internet to provide a seamless and joyful learning experience to its students. Virtual online classes and video conferences are ensuring that our children remain engaged meaningfully and constructively. Online platforms like MOODLE and carefully planned worksheets et al are ensuring that all our students remain updated with the new curriculum for the academic year 2020 – 21 through distance learning (online classes). This will ensure a more disciplined approach. You will appreciate that imparting education through online classes will teach the children the concepts of distant online learning at a very young and impressionable age. They remain free to reach out to their respective teachers for clarification if any.
With COVID – 19 outbreaks, frustrations are high due to our circumstances and we don’t want to increase the stress on each one of you.
We are doing our best to provide School work through online classes to keep our students’ minds moving forward. We also ask for your patience and understanding as we travel this new territory, too. Our teachers and other employees have been working long hours from respective homes while dealing with their new, but temporary, routine.
We want you to know that the School and its Management led by the Principal Mr. Girish Kumar is working with local, state and national health agencies. The School is following the central, state, and national health care expert guidance and recommendations. The School takes this health risk very seriously. The need of the hour is to maintain a physical distance but stay connected which is also in the interest of our Nation. This is a stressful time for everyone and many parents are balancing work with taking care of children.
As we wade and navigate through this tough yet temporary phase, the School is duty-bound to ensure continuity so that once normalcy returns, children get automatically inducted back into their new classes and begin from their last online class lesson. Pursuant thereto, you would agree that your School,( being an unaided School) and its staff (teaching and non-teaching) will have to function virtually through remote access and the School Management is duty-bound to pay the staff salaries and should have sufficient funds to run the operations. Our staff is working with dedication from their homes amidst the present situation.
Under these extreme prevailing force majeure conditions, considering the fact that many of our parents may find it difficult to pay the First quarter fee bill by 10th of April as normally done every year, the School has decided to come forward and support the Parents so that you can pay the fee bills online within a period of 30 days (latest by April 30, 2020), thereby, granting you sufficient time without any late payment penalty, which is duly notified on the fee bills. Any individual request for further extension of time may kindly be made in writing to the undersigned.
You would appreciate that the only source of income to pay salaries to staff and meet the usual school expenses, is the fee paid by the Parents. As such, I would request you to pay the fee bills as soon as possible at your convenience online latest by 30th April 2020 and reciprocate our gesture by making timely payment to overcome the present situation. Parents, who do not face any financial difficulty, may kindly pay online the fee bill at the earliest and do not wait for the last date.
The Fee Bills have been uploaded on the link – https://secure.apeejay.edu/parent for you to view. The steps to view/download the Fee Bills are shown in the File attached to this e-mail.
Please be assured that we are continuously reviewing the COVID -19 situation in close coordination with various government agencies and shall keep you updated, from time to time. The fee bill can be paid through the online portal specifically created for your convenience.
In closing, we wish you and your family the very best. We strongly believe that our partnership will ensure seamless continuity, through this virtual, but temporary phase.
Please follow the government advisories on social distancing and hygiene protocol. Remember, life will get back to normal eventually, but hopefully, after this experience is over, our lives will include more appreciation of our blessings and our freedom.
